India’s ICAI signs MOU with CAG to strengthen public sector audits

The Institute of Chartered Accountants of India (ICAI) has signed a memorandum of understanding (MOU) with the Office of the Comptroller & Auditor General (CAG) of India.

This partnership aims to enhance the capacity development framework within the CAG through structured training and continuing education, marking a step towards advancing “excellence” in public sector audits.

The first stage of the training programme is set to begin in May 2025 at the ICAI’s Centre of Excellence in Hyderabad, Telangana.

The programme will cater to 50 CAG officers, providing them with the technical knowledge and skills necessary for effective public sector auditing.

ICAI’s specialised boards, including the Accounting Standards Board, Auditing and Assurance Standards Board and Digital Accounting and Assurance Board, will deliver the programme.

These boards are equipped with the expertise required to guide the CAG officers through the complexities of public sector auditing.

Additionally, the training will use the infrastructure of ICAI’s Centres of Excellence to give officers access to enhanced facilities and resources during their education.

The MOU between ICAI and CAG is initially set for a three-year period, with the option to extend further upon mutual agreement.

ICAI president Charanjot Singh Nanda said: “This MOU is more than a partnership, it is a powerful step towards nation-building as both organisations come together for knowledge sharing. With knowledge at the core and excellence as our path, ICAI is proud to empower auditors through world-class training and technical expertise.

“Under the framework of this MOU, ICAI will provide entry-level training to CAG officials focusing on key areas such as accounting standards, auditing standards and IT tools relevant for PSU Audits.”

Earlier this month, ICAI released the eligibility criteria for candidates intending to sit for the CA Final Examinations in September 2025 and January 2026.

Chartered accountants will be required to meet specific requirements to qualify for these examinations, including the completion of articleship, participation in requisite courses and completion of Self-Paced Online Modules.
